Lucius Malfoy is, on first, second, and third glance, exactly the man most people love to hate. A blood purist with a bloodline that goes back for centuries and piles of money, he is the epitome of the spoiled, rich snob of the wizarding world. What Lucius wants, Lucius has almost always gotten. To make it even worse, he is genuinely brilliant and almost always the very best at whatever he undertakes to do. He is the portrait of the perfect Malfoy, from the top of his blond head to the bottom of his shined black boots, and it all appears to be effortless.

If one looks behind that appearance, it’s quite easy to see that that effortlessness lies only on the surface. Underneath that surface is a man determined to be the best, and who works tirelessly to determine that it so. Lucius was at the top of his class at Hogwarts, and he was at the top from an endless regime of study and practice. He was a talented Quidditch player and an excellent duelist - because he made certain that it was so. He believes Malfoys are inherently superior, but he is also not going to give anyone room to countermand that.

Without his inherently aristocratic charm, this determination would make Lucius come off as a combination of pugnacious and spoiled. Instead his arrogance and his determination is layered with the kind of manner that gives him the ability to wilt underlings with nothing more than a lifted eyebrow and the ability reduce a purebred witch to titters with the brush of his lips across her knuckles. Combined together, these traits form a mask that is almost unpenetrable, and beneath that lie the things that do not quite fit the image a Malfoy is supposed to maintain: his bisexuality, for one, which he is certain his father would consider to be inappropriate, and the vicious temper that isn’t in keeping with his glossy exterior.

Naturally, no mask is completely opaque, and these traits do come out frequently - most often in the company of his fellow Death Eaters, and most particularly Rodolphus Lestrange and Bellatrix Black, with whom he’s associated since he was a young Slytherin.

Perhaps Lucius’s most important trait is his absolute loyalty to nothing so much as himself and those he considers his family. Even the Death Eaters he likes the most don’t rank above his own self-preservation, and he will not hesitate to stab anyone in the back who threatens not just his survival but his continued ascendance in the wizarding world.

Family Malfoys

Lucius Septimus Malfoy was born to Abraxas Malfoy and his wife, at Malfoy Manor, on New Year’s Eve of 1953. He was the first born of the Malfoys, with his younger sister Lavinia to be born stillborn barely a year later. As a surviving child, as a boy and the heir, and as a Malfoy, there were expectations placed on Lucius from the first. He would be a credit to the Malfoy name. He would acquit himself brilliantly in all pursuits. He would be proof of the inherent superiority of wizards with lines pure back to the time of Merlin (or so the Malfoys liked to claim), and he would marry and produce children who would live by the same tenets. The Malfoy family was of ultimate importance, and this was drilled in long before he went to Hogwarts at age eleven.

As a child, Lucius spent very little time in his parents’ presence - his mother, in particular, was more a shadow than a person, and his father the sort whose affection was tempered by his desire to make certain that his son grew to be the kind of boy and man with whom he could be proud to share the Malfoy name. As such, most of his conversations with his father were in the form of reports of progress or history lessons on the importance and significance of the Malfoys in the wizarding world - which, naturally, was the only world that mattered.

Lucius was, of course, a Slytherin at Hogwarts; there was no other House for him. He was a highly talented student, charming when he wished to be and equally vicious when he wished to be. Someone viewing his school years from a distance could see him as ticking all the appropriate boxes: the correct House, the correct marks in his classes, ultimately prefect of Slytherin House. A member of the Quidditch Team and Dueling Club, he was skilled at both. If ever there was a sixties era Slytherin golden boy, it was Lucius Malfoy.

His school years were marked by a few pertinent events, however, that would shape the man he would become. The first was being taken under the wing of Bellatrix Black (and to a lesser extent her closest associate at the time, Rodolphus Lestrange) as a young first year. It was an association his father most certainly smiled upon - the Blacks were, of course, the Blacks, and the Lestranges a family connection - and it was an association that built upon Lucius' already natural tendency towards superiority and cruelty. The second event was the discovery, kept completely secret, of the gift of prophecy during the summer of his second year, when Lucius began to complain to his parents of headaches but did not disclose that the headaches were accompanied sometimes by hazy visions of things he didn't yet understand. It was the continuance of this throughout his second year that led him to pick up divination as a third year, despite the mockery that earned him from most of his friends. Pythis Trelawney, then the divination professor, took a practical approach to teaching him to deal with the headaches and visions, one that allowed him to keep it a secret from all who knew him. This was her advice as well because, she noted to him more than once, prophets were the subject of both mockery and fear. And as Lucius noted only to himself - only one of these was acceptable for a Malfoy.

The third event that shaped him was Petia Parkinson, a half-blood witch in his year who was first a casual friend, then a closer one when they both took divination together, and finally the girl he fell in love with and dated for all of their fifth and sixth years. Her half-blood status made her an anathema to most of the pure-blood clans - and truthfully, the Malfoys would have preferred Lucius form an attachment to one of her purer cousins - but the Malfoys had been known to marry half-bloods, so it wasn't the scandal it could have been. Their breakup towards the beginning of their final year left Lucius somewhat depressed, though, especially when she married soon after they graduated.

Seeking a way to snap Lucius out of this ridiculous mood, Abraxas Malfoy sent his son for four months study of the dark arts at Durmstrang after he finished Hogwarts, and immersing himself in that helped, in an odd way, giving him a focus for his mood. When he returned, however, he no longer had that focus - not for a few more months when Bella stepped back into his life and suggested he join the Ministry. Starting as an Obliviator on her squad, Lucius quickly picked up his combined tendency towards cruelty and intellectual curiosity, using the arts he'd learned at Durmstrang on the Muggles he was tasked with Obliviating. Equally quickly, Bella led him towards the elite, secret group of Death Eaters serving the Minister's true goals, and Lucius began advancing slowly in the Ministry. He was a top Obliviator when he left for DMLE, where instead of becoming an auror - he had the NEWTs for it - he was given a management position in the Muggle Registration Commission. After some years there - and a strong tendency to relieve the boredom of the job with liquid lunches - he was moved to the head of the Central Department.

Lucius will turn twenty-seven at the end of the year. Many believe that with his surface ambitions realized - a high position in the Ministry, a close associate of many witches and wizards of influence - he should turn his attention to finding a wife, but he's singularly uninterested in that.

abilities
I LIKE TO KEEP THEM GUESSING

Charms | DADA | Herbology | Potions | Transfiguration

Lucius is skilled enough and earned high enough marks in all of these to have qualified as an Auror - if that had been his ambition, which it wasn’t. Of these, he’d consider Charms, DADA, and Potions to be the areas where he’s strongest, with Transfiguration close behind. Herbology he considers largely worthless except when he can apply it directly to poisons potions.

Legimency | Occlumency

It’s something of a family tradition, and a talent in Occlumency is essential to someone as devoted to maintaining a mask as Lucius Malfoy. Legimency, likewise, is of the utmost importance to someone devoted to maintaining a position one step ahead of most others.

Dark Arts

The Dark Arts hold a fascination for Lucius, and he’s been teaching himself them almost as long as he’s been learning magic. Besides that, his associations make them a guarantee.

Magical Combat

Captain of the Dueling Club, with a particular talent for Charms, DADA, and the Dark Arts? Lucius is lethal in magical combat. The most lethal? Perhaps not. He is too concerned with his own self-preservation to throw everything into a battle.

Divination

Lucius has a natural skill, though it’s one he mostly keeps to himself. Divination, as a magical art, is thought poorly of, but he finds it useful and therefore keeps his skills here sharp.
